Is Shade ball a wise idea?

Its BARC, the first one to report the bromate content in packaged drinking water which is circulated across India. Bromate is a byproduct which is produced when boride of water is treated with ozone. Boride is the naturally available mineral of water which is not possible to remove and the ozone is in nature itself. Are you wondering what's wrong with the bromate contents, well Bromate is scientifically identified carcinogen.
When the samples from different locations of India were collected and tested by BARC scientists, reports showed presence of high levels of bromate than the allowable limit. To the surprise all the samples are from reputed organizations. In fact, these organizations should not be blamed for the happenings because the filtration and reverse osmosis processes followed by manufacturing companies are good up to their parts. After this processing, water will be allowed to stay in reservoirs where the problem starts to originate. The exposed water due to the sunshine absorbs the ozone and starts the formation of bromate.
This is not the case happening only in India, it is a global occurring but the companion continents are faster than us and found a solution as a Shade ball. Shade balls are simple plastic sphere which can float on the surface of the water. Los Angeles, a city of California has dumped 96 million of shade balls into one of its reservoir for the period of 2015-2017 to insulate the sunshade reaching the water surface. These shade balls not only protected the water from ozone but it also decelerated the process of evaporation by saving around 1.7 million cubic meters of water.
So, Are the shade balls a wisest idea? Is there any another side for the coin? Can Chaos theory interfere here?
Probably yes, It's 96 million plastic balls floating on the water surface which in turn requires 2.9 million cubic square meters of water in its manufacturing process. The above point can make a sense but the concept of shade balls is not a hoax.
The life span of a shade ball is around 10 years which can save 5 times the measure of LA Reservoir's conservation. The cost of a shade ball might be around 25 INR. Even after the life span, the spread balls can be recycled. So opting Spread balls globally can protect mankind from unpredictable natural diseases and what can we do now is actively look up a day for adopting this system in our places.
